I have a 10XR. I’m not sure how to fix this since I can’t do one without the other.

You have the battery set to Low Power Mode. Updates will not occur in that setting.
The message that "an update is required to use cellular data on your iPhone" suggests that you may need to do this:
Manually update your carrier settings on your iPhone or iPad - Apple Support
Without a cellular Internet connection, you will likely need to be connected to a Wi-Fi Internet hotspot to do this.
What ended up working was connecting to a hotspot and trying to install the update. While it was verifying I just powered the phone off and back on and I had cellular data again.
Power off the phone, wait a minute, then power the phone back up.
Check to make sure that the Wi-Fi bars are present.
Tap on Safari to confirm that you are connected to the Internet
Run the cellular update
Try tap Settings > General > About and see if the update notice is there. Tap to update the cellular settings.
I’ve tried to do that but it doesn’t seem that’s the issue.
