How do I sync 3000 photos to iCloud when storage is almost full?

I have a problem with my icloud plan. My storage is almost full and 3000 photos are not synced in but ut says”restore from icloud” instead of sync into icloud.How do I fix it?

If you iCloud storage is full then you cannot add more files to it. You need to either subscribe to more storage or delete some files.

If your ultimate objective is transferring iPhone photos to a computer, don't use iCloud but sync them directly.
