This limit is tied to the device's hardware. Once a device has been used to create three free iCloud accounts (which is part of setting up a new Apple ID with iCloud), it will display an error message and cannot be used to create more.

The limit may also be annual according to some Apple support documentation, stating: "If you see 'The maximum number of free accounts have been activated on this [device]', it means that you have exceeded the number of accounts that you can set up with iCloud on a single device in one year."
