Cannot update iCloud

I have a MacBook Pro. My issue is regarding iTunes. I cannot update the iCloud library with a 4007 error message returning. Everything has worked well for years. Then all of a sudden, when I upload a new song, I can't update the iCloud library. I have restarted my computer and the iTunes app. I opened iTunes in safe mode but when I do, it doesn't give any options to update the library. I unchecked the "sync library" setting in settings, but now it stays unchecked when I reopen iTunes until I check it again. I have cleared the cache. I have rebooted the router. I'm stumped. anything else to do please?

By the way; the error message specifically says: "The Cloud Music Library can't be updated right now. An unknown error occurred (4007)" - this is the error message I've been getting for the past few days.

I have this same issue, except on a Windows PC machine running Win11. Just started happening yesterday and no matter what I do, the issue still persists. Same error message, the Sync Library option no longer appears via the 3 dots in the upper left corner of Apple Music - I have to access Settings and the switch for synching my library is defaulted to "Off" - I turn it on and it just says "Activity in Progress" / "Loading Cloud Library..." / etc., but nothing happens. If I log out, reboot, shut down/restart, same thing - the switch has defaulted back to "Off", so I turn it on, but same cycle happens, so no sync truly happens. Very frustrated, not sure what the issue is...
