iPad Pro backup restoration stalled

I have been restoring a backup on my iPad Pro IOS 26.1 which for some reason has stalled at 10.9 still to be downloaded. Help with options would be appreciated please

Fixes include checking iPad Storage for stuck apps, rebooting, reconnecting to power/Wi-Fi, signing out/in of iCloud, resetting network settings, toggling iCloud Photos, or re-running the restore. These steps reliably resolve the stall.

I see you have been tossed a typical (for that contributor) laundry list of things to try. Maybe we can narrow this down. How are you trying to restore the backup? iCloud? A computer? If you are using WiFi, do you have a strong, reliable connection?

You may need to force a restart and start over again with the restore. Turn iPad on or off - Apple Support
