I have been restoring a backup on my iPad Pro IOS 26.1 which for some reason has stalled at 10.9 still to be downloaded. Help with options would be appreciated please

I see you have been tossed a typical (for that contributor) laundry list of things to try. Maybe we can narrow this down. How are you trying to restore the backup? iCloud? A computer? If you are using WiFi, do you have a strong, reliable connection?
