How do I get my payment for $2.17 Paid for from my cash app card when it’s been declined because I didn’t have the money until now

Incorrect charges I connected my CashApp card and every time I tried downloading an app it declined my card (the app was free). Also when I made a $2.99 purchase it charged me $9.84 and it declined because I have $5.28 in my balance.
