Apple does not ship any PDF Framework solution in macOS that can produce PDF/X-4 documents. This will require a paid third-party PDF Editor that supports PDF/X-4 output, or a commercial PDF library that can achieve this.

The current subscription Adobe Acrobat Pro can produce PDF/X-4 output, but you will need to check with other non-subscription PDF Editor vendors whether they support this level of PDF output. Any trial product will likely watermark the output PDF and may restrict features.

One can open a PDF in Affinity Designer 2, or the entirely free Affinity Studio, then export that as PDF/X-4 but no guarantee that the final PDF will validate.
