iCloud accounts locked and cans be used

I have an iCloud account every time I try to login and reset password keeps saying it’s locked can be used

how do I reset the password?

It could be locked by apple because of scam messages coming out of it.

here is where you go to get the account reactivated:

https://iforgot.apple.com/unlock
