i am activating now my Iphone 17 pro max and its been 4 hours and counting, diwnloading from the Icloud. why is this taking so long? should i have downloaded via old cellphone to cellphone?

Connect to wifi, plug phone into power source, lock the phone and leave it alone so it can finish doing what needs to be done.

Are you backing up your old phone to icloud for the first time?
It does take awhile if this is the first time backing up the phone to the cloud, but 5 hours and no moving progress is not normal.
So you are telling me this is normal time? It’s almost 5 hours now and not done yet.

It also does not show estimated remaining time for downloading to complete. Is this normal?
It’s plugged to power and connected to WiFi. WiFi has two bars. Please see picture to see current status.

That's taking longer than I would expect, but it can be impacted by how many GB of data you're downloading and your internet speed. Do you see any activity on the phone going on? Are you plugged in to power and actually connected to Wifi?

It can be normal if you're not connected to a strong wifi, or plug your phone to a power source.
But you left out to many important details instead of actually what was told to do, you reply is it normal.
Based on the photo you showed, your backup is not downloading to your phone. I'd start over if I were you and if you have your previous phone with you, use QuickStart, which is quick and simple.
This again assumes you still have the previous iPhone. Follow this procedure can wipe your new phone back to the state it was out of the box, when it opens to the Hello Page. See this to see how to wipe the phone back to brand new --> What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support
Then when the phone is erased fully and on the Hello Screen, follow the directions to move your data from your old iPhone to your new iPhone by following the directions here --> Use Quick Start to transfer data to a new iPhone or iPad - Apple Support
This may seem daunting, but it's honestly not.
