Unable to add payment card to iPhone

i need a callback from Jayden in Arizona to finish ficing mu dilemma on my iPhone so I can add a payment card but when they called I pressed 1 and they hung up

Sorry, you are not speaking to Apple here, we are just users like you who have no access to any of your call records or the ability to direct you to any customer service agent. I would suggest contacting Apple again using the provided number and they may have information on your previous call where contact can be made.

Do you have two-factor authentication on your Apple-ID?

I am pretty sure that is a requirement now.
