Make an appointment at the Apple Store / Genius Bar or take the phone to an authorized Apple service shop.

I suppose you could go to an iFixit type store where you live. But they won't have access to authentic Apple Batteries and they could mess up your phone, which Apple won't help you with, if they do. Keep in mind that you own an iPhone released in 2017, more than 8 years ago. You have reached the point in cell phone years, where spending any money on such an old out of date iPhone is not worth the expense. It would be much smarter to recycle the phone and put whatever a new battery would cost (likely near $100) and put that towards a new iPhone.

Vintage means Apple or Service Providers aren't obligated to have the parts for it, so try calling around some other stores to see if they have the stock to perform the repair. If it were Obsolete, which non of the iPhone 8's are, then service would be denied.
