If you haven't already: Wondering whether re-starting your iPad may help restore order:
(eg: deletes temporary files, may update any recent setting changes you made, re-establishes connections, and more.)

If there are any type of restrictions enabled, ScreenTime is likely password protected.
Whoever set the restrictions would need to enter the password in order to turn them off.
However you may be able to reset a forgotten password if you had one in the past:

Thank you for your careful preparation. Am noticing that the last words in your screenshot do say: "ScreenTime has been restricted". (This is the second occurrence of those words.)
If the iPad had a previous owner, their Apple Account (or ScreenTime password) may still be in force. If so: You may need to ask them to please prepare it for a new user (you).
