I am trying to disable incognito mode/private browsing in Safari on Mac. I've tried the approach of turning on Privacy & Restrictions, and it didn't work. How can I go about disabling private browsing on Mac?

Nope. There is no way to completely disable the Private browsing option in Safari.
You can simply choose not to use it.
If you have a private window open, just close it and open a new regular, non-private window from the Safari File Menu.
