If you have an iCloud storage account you can send your full resolution photos to the iCloud and have a low resolution of the photos on the iPad. You would be surprised how much memory photos take up.
You do realize that iOS 7 was released 12 years ago and has not had an update in 11 years. Finding an app that would even support that version in the App Store is basically non-existent.
