I traded an old apple device for this iphone 11 pro and its icloud locked, it had a sim card but when I tried to text the number on a different phone it wouldn't send, how can I get the icloud lock off, I dont have a proof of purchase. What can I do?

Return the phone, recycle it, or turn it in to the police. It may be a stolen phone - but in any case, without the help of the owner to whom it is locked, it is a “brick.”
Only the person who locked the phone can unlock it.

Otherwise......return the phone for a refund. It is useless to you.
Return it and get your money and/or old device back.
There is no way to bypass the activation lock. the device is useless.
The phone would make a good coaster, but as a phone it's useless to you or anyone else. If you can't get your money back, you're the owner of a phone you can NEVER use. Recycle it if you can't return it. Apple will NOT help you use the phone at all.
