Sibelius notates these... Logic... I dunno... I'm not familiar with handbell notation, but you could at least get the notes in the Score editor. Perhaps some extra text would be needed to make it clear.
Garritan Personal Orchestra (GPO) has a Handbell patch. I don't know if it's good because I don't play myself. East West Gold does NOT have this patch.
