iPad dictation not working after shutdown
My dictation doesn’t work and I have tried online tutorials.
Siri, Voice memo transcription, and keyboard dictation did not work.
ever since I had shutdown my iPad, it broke.

If Siri, keyboard dictation, and Voice Memos transcription all stopped working after you shut down the iPad, it usually means either a speech-processing module didn’t load, or a microphone / permissions / network service is stuck.
