The same thing keeps happening to me. I go into settings<apps<default apps, and for calling it says "mobile service", but when I go into settings<apps<phone<default calling app - it says "FaceTime audio". If I switch it to "mobile service" and then leave the app setting and go back in, it has switched it back to "FaceTime Audio".

Why won't it stay on "mobile service?"

On an iPhone, you can place calls using different services—regular cellular, FaceTime Audio, WhatsApp, and so on. The device simply remembers which method you used last for that contact and offers the same option the next time. You can always switch it, but since your previous call was over FaceTime Audio, that’s the option it suggests now.
