Unable to access Family Setting on MacBook Pro 13 with Tahoe 26

Hello,

My daughter has a new phone set up with a child account linked to my apple account. We are trying to set it up but as she can't download anything without my permission yet I can't access the family setting on my laptop (I don't have an iPhone). which is running on Tahoe 26.

We are getting really frustrated here!

I wasn't for her going from Android to iPhone for all the complicated setup and now she's starting to regret it. It took us less than 30 minutes to set her up on Adroid with all the parental control settings. We are on our third day starting and restarting multiple devices and watching hours of video to figure this up.

Please any help? Tips?
