I'd reach out to Netflix for help with your account. Netflix isn't an Apple product and whatever resolution its playing on your phone is up to Netflix, not Apple.

The iPhone 17 Pro Max has a screen with a resolution of “2868‑by‑1320-pixel(s).”
UHD 4K is 3840x2160. 1080p is 1920x1080. So if you were playing a 4K video, the resolution would need to be downsampled / lowered to fit the actual screen.

Watch programs from where exactly? A streaming service such as YouTube, Apple TV, Netflix? The more information you provide the more we can help you.
On iPhone, I'm not sure how you are determining you can't watch videos in 4K? In the Netflix app, they offer two settings for Video Quality - Standard and Higher. That's all you can choose. One could presume Higher presents in 4K if the content is 4K, but honestly, I'm not sure you can actually tell. And on a small screen such as iPhone, the difference between High Definition and 4K would be mostly imperceptible.
This of course presumes you are paying for a subscription to Netflix?

When I watch a video on Netflix, whether it is HD or higher quality, I cannot discern any perceptible difference. Servant of Cats is correct that the resolution of an iPhone 17 Pro Max is what it is. And he is also correct that 4K is higher resolution. The difference would honestly only be apparent on a much larger screen than an iPhone screen.
