Unable to swipe between documents on iCloud Drive in iPhone

You can’t swipe from one document to the next on iCloud Drive on your iPhone because not all files are stored locally. Many of them exist only in iCloud and need to be downloaded or accessed over the internet before you can open or swipe through them. Only the files that are fully downloaded to your device can be swiped seamlessly.

My files are stored locally on my iPad but I still can’t swipe between documents.
