How do I get a refund for unauthorized Apple Account transaction?

An unknown person stole money from my card and transferred it to themselves through an Apple account, but your colleagues cannot see who it was, and Apple will not refund the money. I will have to report the theft of my card, so I need some kind of confirmation from you that a refund is not possible.
