I share data cloud with family (not shared user ID), when I use safari is it possible that the sentences & phrases they use auto fill or pop up as suggestions on my phone. The words are too coincidental

Apple keeps these features per-Apple-ID, not per iCloud Family:
None of these sync across the Family Sharing group. They only sync across your own devices logged into your Apple ID.
So if you’re using your own Apple ID → their (Family) Safari typing does not influence your suggestions.
