As a rule, you don’t.
The System on Chip may have special processing units like the GPU and the Neural Engine, but their use is under OS and/or app control. For many apps, that use is hard-wired and there are no app-level settings for influencing things one way or another.
That's not under user control.

It means the use of a specialized processing unit that typically is much faster than the main CPU at a particular task - but also much more limited than the main CPU in the types of things it can do.
The GPU, Neural Engine, hardware video encoding & decoding engines, and display generation automatons would all be examples of hardware acceleration units.

The processors on recent iPhones have all of the components I just mentioned.
In the absence of any further information, I would guess that the OP is a gamer wanting to know how to speed up a game (e.g., with the GPU), although possibly they could be asking about hardware acceleration for photo processing software.
