That appears to be a Model number not a serial number. If this is the case, yes it has been refurbished by a facility that had been authorized by Apple. Any warranty would be provided by the retailer.
To begin with, the iPhone 16 pro max is discontinued. Apple no longer sells it. The ONLY place you could possibly get a new one would be from an authorized carrier who still has some in stock.
