Apple Devices app not syncing my entire music library from the correct file path

Apple Devices (the PC app) is not looking in the correct location for my music, but Apple Music is (sort of).

Apple music is referencing the correct media folder location (Where my CD uploaded and iTunes Purchase Music files are). I don't believe that Apple Devices is looking in the same place (even though it is supposed to copycat Apple Music's file reference path). It is only finding about 2/3 of my library and syncing it. Oddly enough, it is syncing greyed out versions of other songs (Ones that it knows exist but will not play "in this country"), as well as not syncing anything for a great deal of the library as well. It is not locating the files properly. Why can't I correct the file path in Apple Devices, because it is clearly not referencing the file path in Apple Music like it's supposed to. This is extremely frustrating because iTunes (as a properly connective app) never had issues like this.

I am using windows 10, and have the most updated versions of the apple music app (the one that acts like iTunes used to, not the service (Dumb, I know)), and the Apple Devices app. I told Apple music to find my music in the correct location (organized in a music folder in my external hard drive within the Apple music folder).

Please don't come at me with the IT basics like turning the PC on/off... Just don't.

Thank you in advance otherwise.
