Yes, but since nothing happens after first click "Sign In" the 2FA does not pop up
Well that is the problem, you haven't authenticated yourself, which is why you can't use it.
I find it hard to believer Microsoft or Go Daddy support over saw this issue.
What authentication app are you using, and is set up for your correct account.
Again is this a WORK EXCHANGE account?

If this a work account then your IT administrator can fix it for you.
And as stated since you're not getting the authentication that is why you can't use the account, doesn't matter if it is an old or brand new device. Not an issue with apple or your device.

What app are you working in when attempting to create these accounts?
{Apple Mail? Outlook? something else?}
What steps are you following, and how do you decide it is not working?

IF you want help here, you should stated what "tried all" includes, so that way a user doesn't reply with a troubleshooting steps, only to have you say tried that and it didn't work.
3 advisors from Microsoft support since Exchange is their product?
Thanks; tried: software update, reboot safe mode / normal, off firewall, off extensions, off VPN, off iCloud Private Relay, pop ups available, manual email settings, delete cache, change browser, change wifi., - Contacted GoDaddy microsoft 365 and confirm all systems work - all emails are working in all other computers, phones, etc. not a godaddy issue
Thanks, apple mail - following the "easy" add account and selecting "exchange" ., after input email address and password on the popup Microsoft 365 when click "sign In" nothing happens.... does not move forward

Thanks., 100% apple issue since settings does not move to the authentication screen after click Sign In. But thanks for your support and comments.
You fail to realized the process you enter your password, and then MICROSOFT ask you to authenticate, not APPLE or your MAC Book, apple has no idea what your account is.
Again it's your work account, not apple so it your IT administrator job to fix the issue for you.
You've been given the answer as to why it doesn't work and how to resolve the issue.
Coming back and arguing your point when you don't how it work is pointless,, and now I HIGHLY DOUBT you even contact go daddy or Microsoft support.
I'm done helping you're not listening, you can go argue with your IT admin from here on out, since you seem to know how things work.
Yes, but since nothing happens after first click "Sign In" the 2FA does not pop up

And do you have 2FA set up? It is a requirement from Microsoft to access their account using 3rd party apps.
Is this a work account, if so did you reach out to your IT admin?
