Does either phone have VPN? If so uninstall.
Does the phone with the SIM have Maximise Compatibility turned on? BTW Is it an iphone?
You do need a SIM on the phone providing the hotspot, it cannot use WIFI to create a hotspot, it is strictly cellular connection to the web, wifi to the connected device
