How do I permanently remove an unwanted AI cleaner app from my iPhone?

Unfortunately, the "cleaner" app failed to clean itself from your iPhone, as it really is completely useless.

What "cleaner" app did you install? Have you visited the support site for the app to learn how to completely remove it from your iPhone?
