says macOS Sequoia 15.7.2 is the latest version
and "This update provides important security fixes and is recommended for all users".
(Reminder: If you choose to update your Mac OS , It is always wise to back up your Mac first)

Wondering in what way you are viewing the files and trying to access them. (There may be a btter way?)
Also: It may help to know more about the drive's photo files.
Eg: The external drive may be:
✽ a Tiime Machine back-up from a Mac,
✽ one where the stored files were simply drag & dropped to the drive.
✽ Maybe the drive has files archived from iCloud.
✽ Maybe the drive contains a whole "Photos Library" back-up.

A method that works for many files on external drives:
Simply double-click the icon for the external-drive when it appears on the desktop, to open it,
Then find the right files, and drag and drop them to the Mac Desktop, so you have copies ready for use.

( or ... maybe you had tried that already ?),

If not: It would help to have more info on your way of working with the files, that isn't working any longer..
(Eg: Method you use to try uploading the photos. Eg: Photo-book in Pages, in Photos, or other software.)
Eg: To bring files directly into Photos app: Start by opening Photos app > Choose "File" > "Import"
In the window that opens:
Navigate to the files on the external drive
