Why is a recent app showing in the iPad dock when it is turned off in Settings -> Home Screen and App Library?

Regardless of those settings, any recently accessed apps will show in the right hand side of the dock.

Certain core applications are always shown in the dock. Examples:
This seems to be new in iOS 26. It never happened on my iPad before the new OS.
