Using an Apple Watch Cellular abroad, in roaming, without an iPhone. Does it work?

Hello Apple Community! I am turning to you for help. I would like to give my kid an Apple Watch Cell to be used including abroad, without an iPhone. So the question is does the Apple Watch Cell work abroad, in roaming, without the paired iPhone nearby? This is especially for making calls, access to internet in roaming, location etc ? And if yes, which Apple Watch is best for this? thanks a lot!
