Unable to log in due to Phone Number error

I recently purchased a new phone and have been trying to log in to my Apple ID, but I keep encountering this error: '24054 – This phone number cannot be used at this time. Please try again later.' I’ve waited for a while and tried again, but the issue persists. Could you advise what might be causing this and how I can resolve it?

Error 24054 is a security block on your phone number, usually after switching to a new phone. Restart sign-in, remove/re-add the number, verify by voice call, activate iMessage, or use another trusted device. If it still doesn’t work, Apple Support must release the number lock manually.

To improve my understanding of the phenomenon, it would be highly beneficial if you could share a full screenshot (Do not crop it). Visual representations carry a greater impact than written descriptions.

Please remember that this is a public forum, so when attaching a screenshot, please avoid including any personal credentials such as IP addresses, card details, email IDs, Apple IDs, IMEI numbers, serial numbers, phone numbers, order IDs, or any identifiable location information if you are sharing a map.

With the limited information that you have provided, It is hard to even guess the problems faced by you.

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.
