IOS 26 locked out teenage daughter out of apps

New IOS 26 update pains. Daughter (17) got locked out of SnapChat and Spotify among other apps- those are the ones I'm hearing about :/ . I've turned off "Content & Privacy Restrictions" as a last resort...still Snap is coming up as "restrictions enabled". Before turning off "content & Privacy Restrictions" I adjusted age to 18+ for Apps, to no avail. I've hard rebooted the phone at any change. Appreciate any help.
