How To Configure Sequoia To Prefer IPv6 In Dual Stack Environment

Can anyone tell me why OS Sequoia seems to prefer IPv4 over IPv6 in a dual stack environment and how do I configure Sequoia to prefer IPv6 over IPv4? I have read plenty about people forcing IPv4 over IPv6 but I actually want it the other way around. How do I bring my OSX configuration into the 21st century and have it prefer IPv6 when it is available?
