After 26.1 update, can't swipe up.

Updated to 26.1 on an iphone 13 and swipe up no longer works. I have to force restart to change apps now. I've spent hours going through the settings and have done multiple resets (settings); nothing works and the phone is unusable. Any suggestions are appreciated, thanks!
