Downloaded videos and songs buffering and freezing on iPhone

for some reason videos and songs end up buffering and freezing even though it is already loaded/downloaded into my phone and the only way to fix it is to restart my phone. my storage, internet connection and battery level are fine so I don’t know what is causing this, is this a software problem or does it have to do with some faulty hardware?
