How to remove a broken iPhone from Apple Account without access?

I forgot my Apple ID password and was initially unable to sign in on another device. I have since successfully reset my password and can now access my Apple ID.

However, my iPhone is irreparably broken and cannot be turned on or accessed. Because of this, and due to enabled security protections, I am still unable to remove the device from my Apple ID or sign it out.

The device is not stolen.

Could you please advise how I can officially remove this device from my Apple ID in this situation?
