I found that if you tap the level tool - and it greys out - you can swipe to the left to reveal the other two keystone options.

Apple Support was unable to help me. However, I’ve accidentally found a solution if you are suffering from this problem.
Add the Multitasking Widget to the Control Panel to make the feature easily accessible and switch Multitasking to Off.
In Photos, go to Edit, Crop, and you will see there are no Keystoning Tools, only the Skew tool. Switch Multitasking on and go back to the Photos App and make sure you are in Full Screen Mode. Go to Edit, Crop and you will see there are no Keystoning tools.
Now, grab the handle at the bottom right of the screen to make a floating Window, and the Keystoning Tools will appear as if by magic 🧐 When you make the Window Full Screen again, they stay 🤔 but you will have to repeat this process every time you want to use Keystoning.
Very strange, and very buggy. I’ve reported it and I’m sure it will be fixed eventually, but in the meantime there is idreamedof’s workaround.

Thanks again, Richard. However, Apple Intelligence is not available on iPad Air 4.
More importantly, I would like to know why keystone correction is not available since updating to iOS 26.2. Any ideas? I have not found a response to this question so far, in my online searches.

Clean Up is part of Apple Intelligence -- do you have that turned on? Settings>Apple Intelligence & Siri
