inconsistent playlist adding functions from ... to ... in the Music app on Mini Mac.

In 'Music' Why can't the more "..." have all of the same playlist functions? And why are they so inconstant eg. If I want to add a song to a playlist I'm building, if I hit more "..." in the task bar in the lower center>add to playlist> I will find recently updated playlists (which makes it so much easier to curate a playlist), but other times (literally from one track to the next) I cannot, and this most recent is a random list all together. What the heck? Please make all add to playlist functions the same from lower tool bar (whatever the heck it is called) and from the individual track on the right of track linen an album view.
