Cannot drag to reorganize apps in dock

Since updating my Macbook Air to Tahoe 26.1 I cannot reorder apps in my dock. When I try to drag the icon, it just displays all available windows for that app, or if the app is not open, it just displays my desktop and says "no available windows". I am using my trackpad and drag is turned on in accessiblity settings.

1) The current macOS is 26.2, so it would be a good idea to update.


2) I suspect you are pressing too hard on your trackpad. What you describe is what happens when you Force Click on a Dock icon; to rearrange them, you need to click and drag, do not Force Click and drag. Just click and drag the icon sideways (not up). Try pressing more lightly, or alternatively you can disable Force Click in System Settings > Trackpad.
