ipod touch restore on a new mac mini not going well- need help please

ipod touch 5th gen restore going bad here. I have a new mac mini and would like to start from scratch with an old ipod touch that I have used for years. I used it on old work provided laptops in the past and now have my own personal mac mini. I began with it working on my new mac mini but the libraries were not syncing right so I decided that restoring the ipod touch made sense. While in itunes on the mac mini I selected the ipod touch and restored it.

  • It went through a setup process that then went to account login. So I did login.
  • It then sent a login verification code to my iphone to verify the device and said to enter it on the ipod touch , so I did.
  • It then asked for term & conditions agreement which I did
  • Then it spins an icon and says it may take a few minutes to set up your apple id
  • Then it said to log into an Ipad I had years ago that I no longer had, so I selected the forgot the passcode link
  • Then it presents a modal that allows me to use another device, so I click "Use Other Device"
  • Then it said to go to one of your other devices signed into iCloud to approve this iPod
  • I go to my mac mini in settings and click on my apple account icon in the upper left and then on the right side under "devices" I see the iPod Touch device in the list
  • I select it and get a modal saying "Device not found. This device is no longer associated with your account"

What is the next step here I should try?
