Contact synchronising via iCloud not working, and archive not importing

I have multiple MacBooks, a Mac mini, iPads and an iPhone. Contacts stop synchronising from my primary Mac to iCloud. I tried turning sync off/on multiple times across the devices. I also logged out of iCloud completely on my primary Mac and iPhone but no good. I even deleted the AddressBook folder and recreated it. So I tried this:

  1. I exported all contacts to an archive first
  2. Deleted all contacts from the Mac (I checked and this is the complete list)
  3. As iCloud wasn't synchronising, I manually deleted all contacts on iCloud via browser
  4. Confirmed all deleted as the iPads and iPhones had no contacts (so iCloud and those devices was synch'ing)
  5. Created a test contact which sychronised across all devices

When I try to import the full archive into Contacts on Mac, I get nothing. I've also noticed that all my iCloud account details like avatar and wallet are no longer there. Other details like email accounts are.

So I need help with Importing my contacts archive into Contacts either on Mac or iPad?
