"I got this too. But then I went to the settings main screen and searched for 'suggestions'. There is a 'Show Suggestions' in Apps -> Reminders. But this appears to be suggestions while creating a reminder. Anyway, I turned it off, but when I closed and reopened the Reminders app, the same annoying message came up. I turned the same suggestions setting back on, also with no affect to the annoying message.[...]"

Do your Part: Report this to Apple. Apple may not get back to you directly, but the more feedback Apple receives on this, the more they will know what is their customers prefer, and what and what features to include in updates to come. Apple will know nothing of your thoughts, if you don't provide them with them.
