What do you mean by 'flicker'?
At first read, the answer to your question seems obvious - if you update a cell A that is referenced by another cell B, then that cell B's value will have to change when you change A. Is that the 'flicker' you're referring to?
Alternatively, when you select a cell that references another, the linked cells are highlighted to help you visualize where the formula references. These highlights are dynamic, so other cells on the sheet may highlight as you select cells and edit their formulas. Is this the 'flicker' you're referring to?
If neither of the above cases are true, then please explain in more detail what it is you're experiencing.
Have you seen something flicker? Like fireflies going off and on? When characters blink on and off ? That’s what result of the formula does visually, in the cell. Flicker. Check the dictionary definition of “flicker” if you like. Truth is, on an IPad, numbers sucks.
I know the definition of 'flicker' and I have never experienced it in Numbers, hence my attempt at clarification to discern quite what it is you're having an issue with.

In another thread you said you are experiencing slow spreadsheets when they have formulas. These two problems are likely related. Something is not right. Try deleting the Numbers app and reinstalling it.
