Can't access iCloud apps because "iCloud encountered an error while trying to connect to the server".

When I try to access iCloud for Windows apps (Calendar, Contacts & Drive) I receive the message "iCloud encountered an error while trying to connect to the server". This occurs both when I use Edge and when I use Chrome. This occurs with very annoying frequency and severely degrades productivity.
