My Apple Cash is restricted last 2 years. What should I do ? My iPad device same Apple ID .

Two years is an awful long time. You have not provided much information so I offer this link in which Apple explains in general what to do if an account is restricted. I hope it helps.

I was called them they say I can’t use Apple Cash already I have apple credit cards and other bank and credit card im my wallet driver license added also. Apple support gives line green dots bank they can’t resolve also.
What country are you in? If you have already contacted Apple and they cannot help, and you also went thru all the steps listed in the link I provided, then there is nothing we can do here. You are posting to user to user community. We are just other Apple users like you. We do not have access to your records. It sounds like some sort of restrictions may be in place.

If Apple and their financial partners have said that you can't use Apple Cash, you may have to live without it.
From the Support document to which Carol B. linked:
"Your account may be restricted if your identity verification fails multiple times, if there are multiple accounts tied to the same social security number, or if there's suspected fraud on the account. If your account is restricted, you can still transfer your Apple Cash balance to your bank or use it to make purchases with Apple Pay. You can't send or receive money, or add money to your account."
This is a user-to-user forum and nobody here has access to your account, or power to override Apple's decisions (or the bank's decisions) regarding identity verification failure, multiple accounts, suspected fraud, etc.
