I'm having the same issue. If I send emails out and use Bcc, now everyone gets a list of people. Before this didn't happen. I'm using Tahoe 26.1. This also happened using @iCloud.com -- is there a solution?

I can't replicate your issue. Using the Mail app on my Mac I sent an email to three addresses, all BCC, and none of the received emails contained other names or addresses.
Can I suggest you update to 26.2 and try again? I presume that you are entering the addresses of the outgoing mail all in the BCC field?
Can you provide a link to the other comments you have seen where the same problem has been reported? That might provide some clues.
