My first time making a purchase for education order but It was canceled by purchase limited

My education order was canceled because Apple said I had exceeded the purchase limit for education pricing. However, this is my first time making a purchase, and my student account was only verified yesterday. I haven’t bought any products before. Could anyone advise me on how to fix this or who I should contact?
