On your computer, log into iCloud.com and open the Photos app.
You can only give a title to one picture at time. Hover the mouse over the picture and "Add a title" will appear below it. Double-click on that to enter your text.
If you want to give the same or similar title to multiple photos, copy the title of the first one and paste to the others in the same manner. Hopefully you don't have hundreds like that.
It is easy on a Mac - in the Photos.app on a Mac we can select several photos at the same time and open the info. When we type a title into the Info it will be applied to all selected photos at once. Photos iOS on the iPhone cannot do this.

Just a note on terms, since you mention the Title---on a Mac we can see and change the Title filed and the Caption field, even in batches.. In iOS, we can't see the Title field at all (although searches seem to know it's there,) and we can only view and access the Caption field. And, as léonie says, that is not available for batch changes. As insight974 says, the best you can do is to use copy and paste.

For completeness sake 😁 - Photos for Mac is showing the filename as a default title, but changing the title does not change the filename.
On a Mac we can see the titles below the thumbnails when browsing, but not the captions.
As it is now, I am adding the same text to the titles and to the captions, so I can see them both on the Mac and the the iPhone (and iPad).
Apple has a long way to go to make the titles, captions, filenames easier to handle across our Apple devices.
And continuing the back-and-forth 😎 : As léonie says, in the absence of a Title, the "Mac is showing the filename" like it shows the title under the Thumbnails, but the filename is not actually the Title-- the Title field remains empty.
I wish there was a way. For example, we went to a cruise and I would like to add the name of the cruise to all those pictures. Going one by one is a hassle.
